
The achievement of the peaceful coexistence of any group of people involves the establishment of a social order, that is, the set of rules and standards of conduct governing coexistence. The maintenance of social order requires that, in turn, a number of mechanisms to promote and ensure that the behaviour of individuals is respectful of the social order content agreed. The social control, thus understood, includes two levels of action: Definitely one hand, which involves the definition of unacceptable behaviour, whether deviant or criminal, and, second, operational, which includes the set of institutions, strategies and targeted sanctions to detect, manage and / or eliminate such behaviour.
Social control can be formal or informal, depending on whether public bodies and actions specifically provided to define, identify, detect, manage and / or eliminate deviant behaviour, or bodies or public and private actions not specifically provided for that purpose. In this sense, stresses as today, one can not ignore the distinction between social (informal social control) and legal (formal social control), whose holders are respectively the state and society. This is because there always has to a higher and different to come into operation when primary fail fail-safe mechanisms of social order and effectively ensured in the most serious conflicts, the inviolability of the fundamental values ??of coexistence.
